California has signed a first-of-its-kind agreement with Anthropic that gives state agencies, cities, and counties access to its Claude assistant at a 50% discount.
Governor Gavin Newsom announced the deal on June 29. It pairs the discounted access with free workforce training, technical assistance, and workflow help from Anthropic developers.

A Statewide Push to Adopt AI Responsibly
The service will be available through the California Department of Technology’s new Statewide Information Technology Shared Services portal. The system centralizes AI tools with transparent pricing for state business needs.
Newsom framed the move as efficiency reform, not headcount reduction. The deal follows his recent executive order on AI workforce disruption, which directs agencies to plan for automation-driven layoffs.
“AI should not replace the human work of government; it should help our workers move faster, solve problems more effectively, and deliver better results for Californians,” he said.
Where California Already Uses Claude
The announcement highlighted that several agencies are already using the assistant. The Department of Technology and the Office of Emergency Services are partnering to use Claude for cyber defense, scanning, and patching state code.
Furthermore, the Department of Motor Vehicles uses Claude to sharpen customer service and cut wait times. The Department of Health Care Services, the largest Medicaid agency in the country, runs internal workflows through it.
Claude also powers Engaged California, a public input platform, and helped build Poppy, an internal tool made by state workers for state workers.
The partnership extends California’s AI agenda, which began with a 2023 executive order and produced Senate Bill 53. The coming months will show whether discounted pricing drives broader agency adoption.
