Russia has escalated its long-running dispute with Telegram by charging founder Pavel Durov with facilitating terrorist activities and issuing an international arrest warrant, marking one of the most significant legal actions yet against the messaging platform’s billionaire founder.
The move comes as governments worldwide intensify pressure on technology platforms over content moderation, encryption, and their responsibilities in preventing criminal activity. The latest accusations also add to Durov’s ongoing legal challenges outside Russia, including an active investigation in France.

Russia Was Talking to Telegram on Monday. It Charged Pavel Durov on Wednesday.
Russia charged Telegram founder Pavel Durov with helping terrorists on July 29. It also put him on an international wanted list. Two days earlier, the Kremlin said it was still in talks with Telegram. That gap of 48 hours is the part worth noticing.
What Russia Says Durov Did
The charge came from the Federal Security Service, or FSB, Russia’s main intelligence agency. It released the statement through state media on Wednesday morning.
Here is what the FSB actually claims.
- Telegram let Ukrainian spy agencies use its channels, chats, and bots.
- Those tools helped plan sabotage, killings, and online fraud inside Russia.
- People died as a result, including women and children.
- The damage runs into billions.
- Durov is personally responsible because he runs Telegram.
The FSB charged him under Article 205.1 of Russia’s criminal code. That law covers helping terrorists. It carries up to 15 years in prison.
One important caveat. The FSB has shown no evidence for any of this. Nobody outside Russia has been able to check the claims.
Durov and Telegram said nothing on the day.
The Timing Is the Real Story
Rewind to Monday, July 27. Kremlin spokesman Dmitry Peskov confirmed that Russia was talking to Telegram about switching the app back on.
He also complained that Telegram was not showing much interest.
Then on Wednesday, Russia charged the man who owns it.
That looks less like talks breaking down. It looks more like pressure being applied while they were still going.
This has been building for months. Back in February, two pro-Kremlin papers said Durov was under investigation. Durov confirmed it himself. No official body would.
July 29 was the first time the FSB said it out loud.
Durov’s answer in February still stands.

About 90 million Russians use Telegram. Moscow has spent a year trying to cut that down.
It has not gone smoothly. Russia’s VPN crackdown knocked out banks and card payments across the country in April.
Durov says 65 million Russians still open the app daily, block or no block. The government wants them on Max instead. That is a state-run messenger, and critics call it a surveillance tool.
Russia’s Warrant Is Weaker Than It Sounds
Most reports are treating this like an Interpol alert. It is not one.
An “international wanted list” is just a Russian label. Interpol is a separate body, and it has announced nothing.
Interpol’s own rules explain why that matters.
- Interpol only acts if a country formally asks it to.
- Its lawyers review every request before anything gets published.
- Even a published alert is not an arrest warrant.
- Each country decides for itself whether to act.
- Requests that break the rules get canceled.
Russia has been turned down before. Interpol refused its requests for financier Bill Browder, ruling they were political.
Durov’s own position helps him too. He holds French and Emirati passports and lives in Dubai. Neither country is likely to hand him over.
France Is Still Chasing Him Too
Russia is not his only problem.
Three weeks before the FSB charge, Durov sat with French investigators in Paris for more than six hours.
That was his fourth questioning since France charged him in 2024, AFP reported. His lawyers spoke out afterward.
“Nearly two years after the criminal case against Pavel Durov was opened, there is still no evidence to support the charges.”

They have now complained to French and European courts. France lifted his travel restrictions back in November 2025.
So he faces two cases at once.

Traders Barely Blinked
Telegram is not a crypto company. But Durov now runs a crypto project, so this matters to the market.
Last month’s TON rebrand to Gram tied the token to him even more closely.
The reaction was small. Gram (GRAM) held its live market price near $1.42 on Wednesday. That is a drop of 2.8% in a day.

Look at the full picture. GRAM is 83% below its 2024 peak. It has been falling for a month.
So Wednesday’s dip was not panic. It was just more of the same slide.
The bigger risk is longer term. Durov is the face of the Gram wallet rollout heading to more than 1 billion Telegram users.
If he gets tied up in court, the whole project feels it.
