Coinbase has won a Financial Services Permission from Abu Dhabi’s Financial Services Regulatory Authority to run its international tokenization hub inside Abu Dhabi Global Market, the exchange said on Tuesday. The permission covers arranging investment deals and holding client assets in custody for its tokenized securities offerings.

Coinbase said the tokens will be fully backed by the underlying shares under FSRA supervision, and that holders keep full shareholder rights, including dividends and voting.

Compliance Runs at the Wallet

Every transfer is subject to continuous sanctions screening, Coinbase said, adding that holdings can be frozen and seized at the wallet level.

Brett Tejpaul, co-CEO of Coinbase Institutional, cast the framework rather than the emirate as the reason for the move. “No major financial center has yet built a framework that treats tokenized equities simultaneously as securities, blockchain-native tokens, and DeFi-composable assets,” he said in the announcement. Arvind Ramamurthy, ADGM’s chief market development officer, said Coinbase hub validates Abu Dhabi’s growing role in global finance.

Two Emirates, Two Businesses

The tokenization hub gives Coinbase a second UAE base, alongside the global derivatives hub it is building in Dubai. Coinbase has already moved into tokenized equities, part of a broader “everything exchange” push, though those shares launch first for customers outside the US.

Abu Dhabi sovereign wealth vehicle Mubadala Capital in July put a private-market strategy onto public blockchains one of the first times a state fund tokenized a live strategy rather than a pilot.
